Congressman Chris Smith took to the House floor after a proposed amendment to the 2010 Foreign Operations Appropriations bill to reinstate the Mexico City Policy was blocked by the House Rules Committee. Smith and Congressman Bart Stupak (D-Mich.) requested the amendment be made in order by the Committee so that the full House of Representatives would have the opportunity to vote up or down on this critically important issue.
